The boot loader I use is from "STM32duino-bootloader-master" and is "generic_boot20_pb9.bin" (7184 bytes) to suit the LC Studio board I use (link already given). I Try to run that command line after a reset of the device with short to up to 3 seconds delay but always fails. Under the Device manager it has no Yellow mark next to the "libusb-win32 devices -> Maple DFU"
